From what I've been told, in order to get the "Mysterious Area" badge, you need to find a venue in a rumble venue when the venue is level 20+

I already found one in silent forest, but that was under level 20! Is there another venue in there i can find, or do i have to switch and level up a different one all over again?

But to answer your question, there are six standard rumbles, if you have less than there's a chance to unlock those still ^^
There are special rumbles for evolution but they unlocked at level 5.
