im just curious, but is glaceon in this game? if so, how do i obtain her?

Yes it is (:
Once you get Rocky Cave to level 5, you'll unlock the 'Snowy Mountains' area. Simply send your Eevee to that new area and you'll get a prompt to evolve it into Glaceon.
