This buddew is level 40 something, I know in the game in evolves during the day with high friendship, well how do I create friendship here? I feed/train with it everyday.

Use a Soothe Bell on it. :)

To add on to what Liirah said, you can also give it a massage at the salon (Acupuncture) for 4,000PD to raise the happiness ;)
