fairly new to the game here, my pokemon has a marble looking symbol, that tells me he appears to have a special power, what does this mean?

It means that, once it hits level 50 and is holding a Mega Stone [evolution item], it'll mega evolve (:

ohhhh, okay but not all my gyrados has that, so only specific pokemons can mega evolve? and its based on luck?

Yes, only the pokémon that have that bubble can mega evolve and it's indeed based on luck.
