They're a triple fusion between Jirachi, Shaymin, and Victini, three of my favorite legendaries. I based the regular colors off of Shaymin and the shiny partially on Victini and harvest/autumnal colors. Sakura was a scrapped winter form that I decided was cute enough to keep.
The basic legendary concept is that they appear to devoted gardeners, farmers, and other agricultural workers and guarantee them a bountiful harvest/grant gardens eternal life. The trade off is that whoever they bless, must take care of them through the winter while they sleep and make sure they prune/tend to the flowers growing out of it's head. If they fail, the flowers will wilt and die, keeping them perpetually asleep and plunging the surrounding area into a perpetual winter until new blossoms form. (About three years time, unless someone figures out how to make them grow faster. Someone who does their plant research and owns a heat lamp or two would be good to befriend!)
