Is the summon item for Latias and Latios. You can use them int he Tall Grass by buying the Egg Radar Chip (Legend) and you have a 50/50 chance of geting either of them.
As Any Tall Grass egg, they will break your chain.

Yes. You'll be able to search for the egg, until you actually find it. You don't need a Stone for every attempt, only for the Egg (:
