I'm planning to make a Wishiwashi shiny hunt. What I would like to know is if Wishiwashi Solo Form can change to School form normally or need an item? Or even if it is only when I gonna be able to fish one with Shiny Rod and shiny bait?

The only way to obtain Wishiwashi (School) is through fishing. You can't change a regular Wishiwashi into its school form on PH. Thus, you cannot shiny hunt it using the PokéRadar either. You have to be lucky and fish one up at the beach.
