There is no best area. Every area gives you a different set of items.

I don't support this either. I think that it's fine the way it is. I got to level 15 pretty fast - even though I am currently studying for exams, trying to find job, trying to find new appartment while I am on university+working on my driving licence. It's not that hard to get TP if you ask me (Even with crappy slow computer (Like mine). + Rewards are legends and you need to work for legendaries.
