Do you need to get a fixed level to get more gems ?
I mean, do I have more chance to get a gem when I'm at a lvl 2 rumbling than a lvl1 rumbling ?

As high is your rumble mission's lvl that much higher chance to find items(gems, berries, etc.) and pd.

No, Fairy Gems, Bug Gems and Dragon Gems can't be found by rumbling.

My Pokemon have been rumbling in the Silent forest for one year now, and not once have they found a single bug gem :b Bug Gems are not obtainable via rumbling. Only through the Royal Tunnel, opening Mystery Boxes, and playing the Golden Slot.

I don't think that question goes here, but I'll answer. You can't get Route 102 if you didn't participate at the ORAS Event (maybe in the future you'll be able, who knows?)
