Surprise Attacks in Emera town

I was thinking sometimes you can encounter a pokemon and have a wild battle using your Battle team, also you can find pokemon by clicking places, for instance like the alley by the gts and gamecenter, or in the sky! I'm still thinking other things also though so i'll inform you :D

But what if you don't have a battle party?
Would you not be attacked, or would you have to flee and stuff?
I really just think that this would be a bit unnecessary, but I do like the idea of being able to interact with the background in town, though not in the way of pokemon battles.
And would you be randomly attacked only in Emera Town, or elsewhere as well?

well, if you didn't have a battle party it would be like a safari battle where you throw bait, and i was thinking also you could be attacked at Route 53 and in the tall grass.
