Pikachu is a starter in Pokemon Yellow:Special Pikachu edition
It's a thing look it up.It's for the gameboy Color and that's why eevee is a starter because Gary and/or Blue gets eevee in that game so

PS a normal starter is a pokemon that normally is the starter for that section of the game.
Yellow edition is in a category of its own so pickachu is a starter Pokemon and ps ban me if u want I am done.
