would a Discord chat for the art club be a good idea? it'd be easier for people to get to, if they couldn't get to the club, and it's an easier way to communicate and post art, I suppose.

try using websites, like tineye or just google reverse search !!
Saucenao also works too.
if you have confirmed that x person is indeed stealing/tracing art, first understand that they might not know that it's the wrong thing to do, and give them a little heads up. However, if they have already done it multiple times, report it to a moderator, and ask them to stop.
