In response to your two questions...
1. This event will end in late February or in early March, I believe. There isn't really any set date.
2. Yes, there will be special events after this. There are events you can get through the event distribution, if that's what you mean, but there should also be a Shaymin event during the summer and another Kyurem one next year. There are other unique events, as well, such as the Retro Pikachu event, I believe.

If your party is full, you cannot receive the Kyurem.
I believe that you can still encounter it, but you can't get the egg until you get a vacant space in your party.

From what I see, you've only made 8k interactions.
It can and most likely will take a LOT more to get one. You'll just need to be patient.
There are people who have done 50-60k, or more, and STILL haven't gotten one.
But from what I know, you'll probably get one by 12-15k or so interactions.

If you're lucky, a Kyurem will appear in the User Bar (besides the 'notification' world). Once it does, click on it, and it'll give you egg (once you made a spot in your party).

@DracoQueen27 - Really? It's written on the first page, and I've explained it in detail 4 posts above yours...
Once you get a Kyurem, it'll appear in your Userbar (that blue bar at the top of the page, with the Weather Castform). Simply click on it to go to the 'acception' page, and accept Kyurem's egg :)
If you don't have an open spot, the Kyurem will simply wait until you do have an open spot.

You can still get Kyurem. It doesn't matter when you created your account, or what trainerlevel you are at. As long as you make interactions, you still have a chance of getting one.

You can get Kyurem whenever you make an interaction. Any kind counts. For example, giving a hug or a berry on the Index Page counts, and interacting on a clicklist or on someone's profile also works. If you encounter one, it will appear on your userbar, and is quite obvious.
