The most overrated pokemon in my opinion is Ditto. Honestly, why would you catch a pokemon that can cheat the game by turning into the pokemon you're battling? and in the anime, one trainer had three dittos that could transform into ZAPDOS! why have a pokemon that can pretend to be arceus(god)?! It takes all the fun out of training if you have a pokemon that could easily shapeshift into a legendary and use all its moves!
The least overrated in my opinion is...can't think of one right now, but I will fix this part....
