How come for 10 straight days I have had 8 nothing happens from the fountain and 2 mega able chance when I'm hunting groudon. and yes I have been keeping track But when Im lab hunting I get shiny chance all the time 🫠

To anyone that would be willing to help, the wiki says the white powder is available though cooking but it's not underneath the other special items. Is it obtained else where or am I missing something?
