Is Kubfu a Legendary pokemon? Is it like Mew and you can only get it a certain time of the year? I'm just asking cause I'm having a hard time trying to get another Kubfu so I can get Urshifu.

Does anyone have any tips or suggestions on how to catch Tornadus & Thundurus in Safari? I suck at Safari and looking in the Missing dex at the auction isn't help much. I really want to complete my Unova dex and get Genesect.
