We need to address something. And this is the chance of which pokemon you catch in the beach.
I know most mons like frillish, finneon, wishiwashi, mantine, arrokuda, or carvanha rarities are super rare. BUT shellder is too! HOWEVER!

I have 11 frillish, 3 finneon, 3 bruxish, 4 wishiwashi, 2 to 3 mantine, 3 arrokuda and many carvanhha, but still haven't found my 3rd shellder to unlock the next rod.

And I fish a lot, Ive fished at least 100 more times after getting my 2nd shellder, but nothing! I'm getting items, all the rare mons, a lot of tentacool, all except for shellder. Is it just my luck orr-?

Idk, can some one explain

Im a shiny rod user and i agree that shellders are rare. It took me like 150-300 times to get all 3 shellders ;-;

Just keep on gambling to get shellder ;b
