Hi there! From what I've seen, there are a few ways to get explorer bags, but I have not seen a place to buy any. The ways I've seen are:
- completing the first two sets of badges, each one gets you another bag
- sometimes your pokemon come back from rumbling with an extra bag but it's very rare - it's only happened to me once so far and the rumble area has to be at a higher level (which you get from rumbling in the same spots and exploring lots of it)

robloveeric's Information is correct, that how you get rumble bags #2-5. But the first one can be bought in the Item Shop at the Emera Mall :)
