according to the wiki, it says that you can get one by doing badges and sometimes getting them when you do rumbles? I'm not sure the odds, but at least the badges should be too hard...

Yeah other than rumble bags found while rubbing (sending pokemon put on the longest option for 12 hours gives better results usually, I found a bag the second time I did this but maybe I was lucky) you can get the for completing badge sets. Like the article says

complete badge sets 1-2, and Pokemon can find them while rumbling
