Nappy cannot be caught?

I've had Nappy appear at my honey tree for several times now, but no matter how many poke balls I try to use, I just can't catch him. Is this a bug, or are there just a certain amount of times I need to try catching him before I actually get the egg? I believe I've spent around 80 poke balls so far.

Edit: Never mind! A user informed me that the rng for Nappy just sucks, so no bug here, thankfully :D
