Why is there an ALOLAN vulpix plushie in the kanto region and not the alolan region??

There are also galrian ponyta and rapidash in the kanto region 😭😭

The plushies are sorted by dex number, and because Alolan Vulpix and Kantonian Vulpix have the same number, they go together, which means they are in the same region. The same thing can be said for all regional variants and Emeran Pokemon.
