I'm fairly new and all I could find was regular pokeballs in the shop (I'm lvl 13). how/when can I get superballs?

You can get great and ultra balls from the shop as well! But there are a couple other ways you can get them.
Here's a part from the wiki that tells you how to get them, plus master balls.

You just have to catch the shop at the right time.
