I've been bought legendary egg radar chips, buti still cannot use it to find egg. Theysaid i must buy that special upgrade chips in item shop, which one is that??

To find legendary eggs in the Tall Grass, you need the mentioned Egg Radar Chip (which you already bought). But you also need a kind of "summoning" item, which are:
Meltan Candy for Meltan
Nebula Stone for Cosmog
Resolute Stone for Keldeo
Enigma Stone for Latias/Latios

So you need to have those candy or stone in your inventory, and then you can activate it on the Tall Grass page to start the TG minigame. You can't search for Legendary eggs by just using the dropdown list like regular Pokemon
