I think you are referring to the item description of a few Emera beach items, like relic items.
There is no NPC called maniac and in the item shop selling things is hardly profitable. Best to sell the items on the item market/trade them with Leah for more valuable items. Eg. Relic copper can be traded all the way to relic crown, and shoal shells/salt can be traded for rare candies
