How do you put the image/Gif under your comment like this one?

You use BBCode for that. To display an image/gif, you use

[img]URL of the image you want to show[/img]

So, for example, if I want to display my Avatar image, I get the URL by right clicking my avatar "copy graphic address" (or whatever the english translation is) and post this:

[img]https://upload.pokeheroes.com/img/ava.php?uid=338639569&g=f[/img]

That gives me:
