Hello, I am a new user who wishes to ask two questions on how to proceed with certain things.

1. At which level does the saloon open? I ask as I have several baby Pokemon I wish to evolve.

2. How does one evolve a Pikachu into an Alolan Raichu or a Koffing into a Galarian Weezing in this game?
