They seem pretty useless, but they aren’t. ^^'

You can use Shoal Shell to evolve Slugua (Event Pokémon) by giving to hold that item and trading. (Wiki)

You can sell Shoal Sells at NPC Item Shop for 10 PD each. (Emera Mall -> Item shop ->by clicling on [Sell Your Items])

You can convert 2x Shoal Sells into 1x Shoal Salt at Emera Beach from Leah.

By converting those shoal shells into salt, you can exchange them for rare candies from Leah with some fish ‘mons.

They can be exchanged for water stones with some pearls from Leah at Emera Beach.
