if you recently started playing and you don't have all the places opened can you still find all the eggs.

It is possible to find all of the eggs without these requirements if you were very lucky with egg placement RNG, however there is a large chance you need to be trainer level 15 or higher and have items that unlock different pages to be able to find them all. Some trainer point and PD grinding may be necessary for you to be able to complete the hunt.
