If there any specific requirements to
complete The perfect berry badge, because I got my Cheri plants to
level 100 and still dont get the badge.

Have you planted and harvested a level
100 Cheri seed in your garden?
Alternatively, if you still don't have it, try waiting for your badges to update? It can take a while for them to update.
