They're a line based on land crabs never found within water, so I'm quite confused why they're found by fishing in Emera Beach?

Finding them there I wouldn't see issue with because berry trees, being the only way to find them, have appeared near beaches in SM/USM, but they've never been in the water, which is the main issue since you're fishing for them.

I think it's just an inconsistency that can be easily fixed.
