You can't battle wild Pokemon, but if you go to Town -> Emera Mall -> Item Shop -> Misc. Items, you can buy a VS. Seeker for like 5,000 PD and then turn it on, and battle pretty much anyone you want.

Check out this page on battling other trainers, and to battle legendary Pokémon, you have to get maps from boxes and send your Pokémon on rumble missions in order to battle legendary pokemon
