For future reference, this would better be suited for the Help Forums rather the Discussion Subforum.

If you mean how to add contact links, in the Settings Tab, there is a Contact Links page.
If you mean how to move the panels around, in the Settings Tab, there is a Profile Layout page.

If you're asking whether or not you can remove the Contact Panel and/or set Private Messaging to friends only, you can't do either.
