I don't understand the third Raylóng quest, I have tried a few things but none of them have worked.
Any help would be appreciated.

What does the third quest tell you to do? I already have a Raylong but I don't exactly remember the quests.

the third quest can be completed by going to the gem collector. To get the orb you need 10 flying gems and 5 dragon gems
