So, I've got 3 retros, and none of them are evolving? Do they just not evolve or am I doing it wrong?

Retro Pokemon don't evolve, unfortunately.

The only evolved-forms of Retros were released separately from their pre-evolutions [those being the final evolved Kanto & Johto Starter-Pokemon] with the Retro Radar Game.
