Is it possible to get a shiny lugia from a regular voucher? If so, what are the odds of it happening and has it happened to anyoone?

seeing as there’s a shiny lugia voucher, i’d say the odds are at zero. same with ho-oh’s. it wouldn’t make sense for both to have a shiny voucher anyway if one can hatch randomly from a regular ol voucher.
