Soo the quote about rain on the Weather Forecast says

"It's currently raining cats and dogs in Emera Town. That's great for all Water Pokémon and berryfields, but you shouldn't go outside without an umbrella!"

There are no actual cats and dogs on Pokemon world...?

It could be changed to something like "It's raining Meowth and Houndour in Emera Town" or something.

Pretty useless, but would be pretty cool to have that.

Would be a nice joke but cats and dogs makes sense.
They still refer to Purglys as cats and Houndors as dogs

There's actually normal cats and dogs in the pokemon world, they just aren't seen in the show or manga that often and never come up in the games.

If you pay close attention, sometimes you can see said cats and dogs in the backgrounds.

My bad, they do come up in the games, mainly only mentioned however.
