Is it really difficult to get Light Balls, or is it just me?

Today, I only got 3 Light Balls out of 1,148 Interactions. I feel like the more you interact, the less Pokeballs you'll get.

I just need 5 more Pokeballs for Pichu's Quest to be over. I hope I can get the 5 I need soon.
