First note, you could add this to the Emera Beach section as it could go in there.

The idea is, more or less, much like the Safari Zone, for a small fee, you can go out on a boat, and dive in the water. Once you've hit the dive spot (Run the same as the Safari Zone) you can bait your fish, and throw Dive Balls at them. You could put many different Pokemon at the bottom of the sea, from Magikarp, to Marill, to Gyrados, Relicanth, Wailmer, Wailord, etc. The possibilities of water Pokemon you could encounter could be quite a long list.
