"When it was given to me the pokemon who gave it instantly was hypnotized but when I gave it back he was normal but the pokemon responsible was still trying to hypnotize because he showed himself by accident when he was failing to hypnotize him, So I would say it does do that, As for helping you its just a minor boost to your speed strength and defense"
