Usually my friend gets annoyed when battling, saying that her opponent blocks twice in a row.

I think this should be changed because it can be frustrating. Even though a good strategy, you should still try to attack.

Blocking on ph does have the chance of failure.

In the games, you can technically use protect as many tomes as you want, but consecutive uses have less chance of working.

As far as your suggestion goes - maybe if it was made less effective with consecutive uses like protect?
