I think he meant that when a Pokémon's healt bar is at yellow (under half HP), the attacks it do shouldn't be able to do the same damage than a Pokémon that is at full HP.

Still, 0 support, it isn't on the games for a good reason. Speed and priority moves would be just the only important thing.
