Sorry if this was suggested before, I tried to look
I think you should be able to block people from sending you PM's. If simeone annoys you on the pal pad, and you block them, they just send you a PM. If you can block that person from sending you a PM, then they can't annoy you. Sure, they can comment on your feeds, but you can just remove their comments.

There has already been a suggestion to block other people entirely. You could always report that specific PM but if you want to support the suggestion to block other people, you can do that here.
