I just had a little bit of a lightbulb, so what if the characters with no item at all can find some legendaries without an item later on, (though their team would have to already be the pokemon's type so basically the form would be Legendary you will find: or something. When they do find the legendary it could be something like 'Suicune gifts you the power to speak to water pokemon' or something)

For the Swords of Justice maybe their horns could be the legendary item? idk but eh
