Well it all depends... if we go by dragonoid pokemon and by Dex order - Charizard would be the first 'original' dragon. Along with Gyarados, Dragonite etc.

If we go by Pokémon Folklore and creation myths depending on the region they contradict each other!
I think its now come to the point in Pokémon canon that no distinct Pokémon can be labelled the first of their type.
TBH Arceus could be possibly the 'first' dragon, as its The Original One, and the one true creator of the Sinnoh region if not the whole Pokeverse, and with the Dragon Plate, it can change to have Dragon type.

But as fans, our opinions will differ :)
