	I think the basic form only rule has been debunked since Khristian did say (It's been pointed out that not everyone's Pokemon start at basic Pokemon so if you wish to have yours evolved, just say so and I'll change the sprites~ ) And yes if you want the gracidea flower u need a full grass team.
