(Since no one else is doing anything I'm going to start with my new character) In a small town a short way from the border, electronics were going haywire, and soon the entire town was out of power. The locals have no explanation for what's going on.
She emerged from a random computer monitor. "Hmm, nothing else to do here." Chaos went outside and turned into a Caterpie. She climbed onto the roof of the building she was inside. She noticed the power was out. "Oops," was all she said before she turned into Starly and flew off.
