So I'll try suggesting few Pokemon at once this time^^
•Wynaut/Wobbuffet:Wynaut gather on moonlit nights to play by squeezing up against each other. By being squeezed, this Pokémon gains endurance and is trained to dole out powerful counterattacks.Because of its overprotective nature regarding its tail and hatred of light, Wobbuffet lives in dark caves.

•Misdreavus lives in caves. As a nocturnal Pokémon,it spends its days sleeping in darkness and its nights startling people with mischievous tricks. Since it loves watching frightened people, it is known to yank and bite at people's hair or sneak up on them and cry and shriek in the middle of the night. It gathers fear as its energy.What makes it happy is imitating the voices of weeping people and scaring everyone. It doesn't deal well with folks who aren't easily frightened(drive only some people crazy)

•Gligar/Gliscor: Playful,nocturnal.It observes prey while hanging inverted from branches. When the chance presents itself, it swoops!

And in general all the hints point to night maybe.15 million grains of sand,love to sand,getting full etc literally point to time? So maybe the Pokemon is waiting for night to prank on people.I hope I'm close at least this time xD

Maybe lunatone?
Reasons:
15 million grains of sand maybe referring to the stars it sees everyday.The enemy might be solrock(day). The whole world turned upside down maybe indicating that it's day once again. And driving people crazy maybe cuz it's a psychic Pokemon. Also Tango,India,Mike,Echo,maybe because it's not time for the night yet.And also it loves tango Night,obviously cuz it's a moon Pokemon and it is more active on full moon nights.The love to sand maybe because it was found in a meteor crash.And many people love night but still it goes everyday.

Alfa,bravo,charlie,tango,mike,echo,India.. All these are NATO phonetic alphabets.So I guess maybe the Pokemon is Unknown ? Although I can't connect the other hints with this Pokemon xD."Its flat, thin body is always stuck on walls" and maybe that's why the love towards sand? Also maybe since Unknowns are associated with puzzles,maybe that's why they "drive people crazy"?

And maybe since Unowns are capable of distorting the reality to suit the dreams and wishes of whoever is in control of the Unown and since they have the power to perceive the feelings of other creatures (including human beings) one of the hint says " I affect you and you affect me"?.
However, they can only do this when more Unown are present, so it could be a shared effort rather than an ability unique to each Unown (may indicate feast)
And I'm closer than u think maybe pointing to 'November' which is also a phonetic alphabet and the month was just over.Also since they're found in desert catacombs,maybe that's why the love towards sand?
If it's not this Pokemon, I hope someone can connect atleast the first part of what I said to find the real Pokemon (:

Posting this since you said the riddle has got 'distracting elements'.Yeah,I know these ideas maybe a little too wild^^ but let me just try explaining this according to my idea
So I'm guessing that the Pokemon is drowsee/hypno.The relation to '15 million grains of sand' might be hinting to a hour glass,since these Pokemon's are waiting for the people to come their way/sleep.And the waiting for the time to come is a bothersome process.They make the people go crazy literally by hypnotizing them. Also few people do 'come for them',specially who are in need of a good, sound sleep call them their savior.The last enemy has 'fallen' maybe hinting that they 'have fallen asleep'.The 'feast' might be referring to their ability to 'feast on dreams'.And their enemy might be when people come back to senses.So they wait again for the perfect time to feast on the people's dreams.
