I think this a a great idea.
However when you first join you probably wont know all the rules and being tested on material your not certan of isn't exactly fair. This would scare new users away and most probably make it more difficult to register, and honestly I really hate when a site takes forever to register on. I know your just trying to help and make people more aware of the rules, but I honestly don't think this will discourage people from breaking them. people will still make excuses and to be honest some people lie about knowing the rules. a test on them probably won't prevent that and I think it just will make everything more dificult for new users, even if the test is simple.
In all, I like the idea but I don't think we should give a test to new users whom may not know anything about the questions or their answers. it just makes things more complex and I think it's everyone's job on site to teach newbies the rules, not a test that will be forgotten after a week of playing.
