[The description on how I drew them might make no sense depending on the program you use :'D]
The tool I used for the colouring was the "Pastel (Soft)" brush with the opacity on about 25-35%. The white border was done by using the Magic Wand tool to select the colour layer [all layers apart from the colour layer hidden], then hide the colour layer and use the Magic Wand tool again on the blank space with Expand up by 3 pixels, which makes it slightly larger, then filling it in with white and using the Blur brush on the borders
