Apart from the fact that you are literally not able to decline a trade offer, all the arguments you have brought to this discussion have been negated before.
"Just ignore it" is not a valid argument and can't be one, since people that are pestering you are the ones causing the so called drama, not the people who invoke their right to not having that person stealing their time and nerves.
"Just ignore it" is an argument that blames the victim for even being bothered by this in the first place. And that's not only not okay, that's really bad for this site, too.

Seriously though, every single community I've been to has had a blacklist system and I've only ever used those blacklists for maybe 5 users. In all my years on the internet. Still all those occasions have been valid and have blocked people out of my life who just wouldn't learn that enough is enough.
Why does PH leave this suggestion just lying around for years on end?
